The year 2001 was the first year ever that it was possible, via the
rich information resource of the internet that teachers could ask
clever questions and not have to resource the entire program themselves.
In
order to access information and communication tools that allow for
the building of this second education paradigm we must have fast access.
This requires high speed access when sending and receiving.
